Wouldn't "key functions" be something like a committee structure beyond "the
valley of a steering committee." Governance is a fine and worthy thing but
only worth discussing when there's a clear enough vision of what is being
governed. It's still too fuzzy for governance. Yet I would strongly suggest
"relations with other associations" both national and international is an
issue which affects both governance, control, management and, ultimately,
finance. Since many of those associations affect interest or commitment to
interactive, online technology, but lack the capacity to do what you have
now done three times, I'd think there might be crafted a set of
reciprocating relationships whereby a World Council or some such umbrella
might emerge.

On a much more mundane level, why does my browser always default to reply to
an individual poster, and require re-entry to this particular listserv? Have
I subscribed in a particularly clumsy way?

Many thanks again for all the perceptive comments and suggestions
since the conference ostensibly ended. Participants didn't wait for
a Steering Committee to start steering. My college President gave
the official okay today to use the facilities, but my way is to spread
out the Web as far as possible and do only what cannot be done elsewhere.
Yes, another listserv or Web board will be needed for organizational
discussions, and my long experience with Hawaii people would indicate
that KEYONE-L will not be closed suddenly so long as members continue
productive discussions. Would it be premature to take up issues like a
Constitution and the key functions that active members would host?
